First and foremost, if we really want the population to be controlled, the world must be notified of the problem at hand. The world is becoming overpopulated. This could pose a problem for the future of the world. If the world is overpopulated already limited recources will become even more scarce. Some of the main points than can be changed for the better are the birth rate of countries, the control of disease and the economy of countries.
The first of these is the birth rate of countries. Some countries such as Nigeria have very high populations and there are many children in each family. If the birth rate isn't regulated, the population will grow exponentially. Countries such as China however have a "one child law" which does just as it says. I think that we should do something similar but not as harsh as making a second child illegal. I think we should make benifits to those who have small familes.
My second point is disease. Some diseases such as HIV/AIDS could wipe out large amounts of population which is not good. Disease must be controlled to prevent population from falling dangerously low. This can be achieved by better sanitation in third world countries and better education worldwide.
My third point is a better worldwide economy. A high economy means better sanitation, health care, education and funding for organizations. This can happen if a country in question goes through demographic transition.

I think that third world countries can only complete the demographic transition with help from other countries that already have completed the transition. What other factors can affect the development of a country?

I would like to point out how little effect that one child law actually had. The Chinese still had children but they just found other things to do with the second or third or fourth one, like killing it or putting it up for adoption. I think adoption is acceptable but killing a baby is a horrible way to stick to the law. There are other options to this problem that don't involve murder.
